Knowt is the closest thing to Quizlet as it used to be. It imports your Quizlet sets by link, has flashcards, a Learn mode with spaced repetition and a test mode, and the free plan has no set limits. If you are learning a language on an iPhone: Reji

Memrise is not a flashcard app any more. It teaches its own language courses with native-speaker videos and spaced review, with a limited free tier and subscriptions from $61.99 a year. You cannot add your own words in the app. Pick it if you want to be taught rather than to build your own material.
Verdict
For most students the honest answer is Knowt: it does what Quizlet did, for free, with your sets imported. If you want to actually remember things long-term rather than cram, Anki is worth the learning curve. If you are learning a language on an iPhone and want cards made for you, Reji is free and needs no setup. Nothing else on the list replaces Quizlet's shared-set library, and that library is still the main reason to stay.
